Project background and goals

Since 2006, the NorthSouthDialogue of Parliaments (PNSD), a project funded by the Austrian Development Cooperation (ADC), is coordinating long-term partnerships between the Austrian Parliament and a parliament in Southern Africa. After 10 years of collaboration with the Assembleia da República de Moçambique (2006 - 2016; from 2012 to 2016 the Portuguese Parliament was also involved), a new cooperation with the National Assembly of Zambia started in 2017.

Development cooperation promotes democratic governance as a political framework for poverty-oriented development and democratic (parliamentary) reforms. In this context, ADC aims to support national parliaments in their functions as bodies of supervision and control and as democratic institutions which should be transparent, representative, accessible, effective and accountable.

On the 7th of June 2017 the new EU Consensus on Development "Our World, our Dignity, our Future" was signed. In addition to the implementation of the 17 Sustainable Development Goals (SDGs) the focus of the Consensus is on policy coherence, coordination, partnership and development effectiveness. The areas of youth, good governance, democracy and the rule of law are particularly highlighted.

The NorthSouthDialogue of Parliaments contributes to the realisation of these goals. Parliamentary partnerships create a sustainable bridge at equal level between Europe and the neighboring continent of Africa.
